JSL Consulting is a Canadian change consulting firm specializing in governance, regulatory excellence, and organizational performance. Led by Jacquie Lesperance, Principal and Senior Consultant, who is a certified Change Management Practitioner, Business and Professional Coach, and experienced management consultant with more than 25 years of experience leading organizational, governance, and regulatory transformation initiatives.
She has worked extensively with private and public sector organizations, helping leaders strengthen governance, improve organizational performance, and implement sustainable change. Over the past eight years, Jacquie has focused exclusively on professional regulation, supporting regulatory organizations in modernizing governance structures, enhancing regulatory practices, improving operational effectiveness, developing performance measurement frameworks, and implementing strategic transformation initiatives.
Jacquie is recognized for her expertise in governance and regulatory excellence, helping organizations strengthen accountability, clarify roles and responsibilities, improve decision-making, and respond effectively to evolving public expectations. She brings experience conducting governance and regulatory reviews and, more importantly, leading the successful implementation of practical, sustainable solutions. Her work has helped organizations operationalize governance frameworks, modernize regulatory programs, achieve legislative compliance, and create fair, transparent, and proportionate regulatory processes.
As an experienced program and project manager, Jacquie combines disciplined project management with a practical approach to change adoption, ensuring organizations have the structures, supports, and stakeholder alignment necessary for successful implementation. As a systems thinker, she excels at understanding how people, processes, and technology intersect, enabling her to co-design solutions that achieve meaningful business outcomes and deliver lasting value.
